Declaration of Individual and Species Rights 
Introduction

We the Citizens of the Virtual Global Nation set forth these declarations in order to provide for the most basic rights of humankind, to ensure the free and unencumbered development of the individual, the species and the planet as the foundation for a virtual global nation that empowers peace, plenitude and possibility.

Urgency of Need for Rights Document

The formation of a meta-level nation has been made possible by technology, but its creation is compelled by urgent global need. The Virtual Global Nation establishes a vehicle for a worldwide alliance of individuals who can work collaboratively to build upon global wisdom, knowledge and experience. Under the Virtual Global Nation framework, every individual and all other stakeholders who have the well-being central to their intent can form alliances, build consent and consensus, and take action to help solve local and global problems. Citizens of the Virtual Global Nation have a powerful platform to ensure their voices are heard.
The need for an entity like the Virtual Global Nation has never been more pressing or obvious. Species are becoming extinct at alarming rates, pollution threatens food supplies and the health and safety of virtually all species including ourselves; and the very future of the planet may be threatened by climate change, nuclear war, biological warfare, the vulnerability of critical data, and other perils. 
The structure of existing national and transnational entities and geo-political bodies makes it difficult, if not impossible, for them to solve global issues, promote universal sustainability and ensure the well-being of all the world’s inhabitants. Further, today’s governments and transnational corporations often function in a void of accountability and transparency.

Rights Extend Beyond Humankind

There is an urgent need to state and defend the inalienable rights not just of the individual, but of the human species and the planetary gaia. Science and technology can be double-edged swords. Genetic manipulation may save lives and prevent disease, but it also raises the very real specter of creating far-reaching and permanent changes that could have negative, even dire, consequences for the species and the planet. The creation of bioagents, nano technologies, the vulnerability of critical data and other perils pose similar threats. And while violating the rights of an individual is abhorrent, violating the rights of the species or the planetary gaia could ultimately lead to global destruction.

Scope and Purpose of Rights

Whereas all peoples are born with and retain certain inalienable rights. The human species and other species as well as the planetary gaia also possess certain inalienable rights;
Whereas recognition of these rights and the balancing thereof are foundational to the promotion of free, natural and unencumbered development of the individual, species and the whole of the planet, insofar as these rights are not in conflict with one another but rather form synergies that are empowering to all considered parties;
Whereas peoples worldwide are entitled to peaceful communion, freedom, liberty, peace and plenitude, lifelong learning, happiness, self-determination, and self-emancipation.

General Rights

Now, therefore, be it resolved by the Citizens of the Virtual Global Nation:

Rights to Existence

All people and species have the right to be and to exist.

Non-Prejudicial Rights

All people are born free, equal and with an innate dignity.
The rights of the individual are inviolate, with no regard to race, color, ethnic heritage, religion, belief system, political or other opinion, sexual orientation, economic or social standing, intellectual or internal capacity or development.
The rights of the species are inviolate, with no regard to genetic or geographic origin.
The rights of other species are inviolate, with no regard to their position on the evolutionary ladder, nor their potential for progress in evolutionary development.

Rights to free an unencumbered development

Every individual is entitled to free, natural and unfettered development of mind, body, affect and spirit, and neither individuals nor the species has a right to interfere with that development. 

                           
The species has a right to free, natural and unfettered development as a coherent body, allowing for the peaceful co-evolution and communion among all peoples, and one or more individuals have no right to interfere with that development.
Individuals and the species have a fundamental right and obligation to follow the way of love, courage, truth, and freedom.
Individuals and the species have the right to peaceful growth and transformation.
Individuals and the species have a right to life, liberty, the pursuit of happiness, the protection of self, the embodiment of love, courage, learning and the peaceful co-existence among individuals, between individuals and the species and between humankind and other species.

Individuals alone and in association have a right to own real property, intellectual property, virtual property and digital property, and this right shall not be abridged without just cause and fair compensation.
Individuals and the species have a right and a duty to advance technologically, and to use that technology for the betterment of the individual and the species and in pursuit of the greater good.

Relational Rights and Obligations

Individuals and humankind shall regard other species with reverence, thankfulness and gentleness and shall honor the rights of these species, recognizing that how we treat species different from ourselves is reflexive of how we honor the rights of our own development.

Individuals and humankind shall recognize the inter-relatedness of our species with that of other species and the co-evolutionary and interdependent nature of our collective evolution.
The rights of the individual shall extend insofar as they do not interfere with the rights of other individuals, humankind or other species.

The rights of humankind shall extend insofar as they do not interfere with the rights of individuals or other species.
The rights of other species shall extend insofar as they do not interfere with the rights of individuals, humankind or species other than their own.

Resolution of Rights

When the rights of one or more individuals are in conflict with each other, or with the rights of humankind or with other species, a thoughtful, judicious and appropriate balance must be reached.

Governance and the Virtual Global Nation

The virtual global nation sets forth certain duties and responsibilities for its own governance in so far as they lie within its logistical capability and the capacities to effect non-violent change.

Ensuring Safety and general rights

The governing body of the Virtual Global Nation has a duty and a responsibility to ensure the safety and rights of the individual, humankind, other species and the global gaia.

Liberation from oppression

Individuals, humankind, and the governing body of the Virtual Global Nation have a duty and a responsibility to work to liberate the oppressed and to oppose those who would oppress others.

Development of technology and problem solving

The governing body of the Virtual Global Nation has a duty and a responsibility to assist in the development of technology that serves the greater good.

The governing body of the Virtual Global Nation has a duty and a responsibility to act honorably, truthfully, inclusively, and with transparency and accountability, in pursuit of the greater good.

The citizens and governing body of the Virtual Global Nation shall refer and defer to this declaration of rights as a guiding principle for decision-making. They shall strive to promote respect for these rights and freedoms, and shall strive to secure their universal recognition and observance.
